Abstract

The management of non-functional requirements (NFRs) is critical for ensuring quality attributes in university information systems. This study aimed to design, implement, and evaluate the Double Diamond–Non-Functional Requirements (DD-NFR) framework in a public higher education institution. DD-NFR was implemented as a modular web application that integrates multi-source elicitation, conflict analysis between functional and non-functional requirements, prioritization using the Analytic Hierarchy Process (AHP), and technical specification generation. The framework was evaluated through a case study at a public university in Lima, involving 15 participants engaged in software development and management across three 4-hour sessions. NFR completeness increased from 38.0 % to 82.0 %; identified and confirmed FR-NFR conflicts increased from 4 to 27; average management time decreased from 48.3 to 25.6 min per NFR; complete specifications increased from 12.0 % to 91.0 %; and satisfaction increased from 2.8 to 4.3 out of 5. In the evaluated case, DD-NFR was associated with greater documentary coverage, improved traceability, and more consistent formalization of NFRs, without implying a causal
