This study analyzes the limitations in construction efficiency of the National Rural Housing Program (PNVR) in Huánuco, manifested in delays, cost overruns and inefficient use of materials. Pull Planning was implemented to optimize execution times, reduce costs and improve resource utilization in housing modules during 2024. A quantitative quasi-experimental approach was employed with 12 projects: 4 in the experimental group (Pull Planning) and 8 in the control group (traditional methods). The experimental group recorded no deadline extensions (0.00%), compared to an average delay of 41.65% in the control group. A cost savings of 1.36% was achieved, along with a material efficiency of 98.22%, surpassing the 94.16% of the control group. Mann-Whitney U and Student's t-tests confirmed statistically significant differences (p < 0.05). It is concluded that Pull Planning is an effective and replicable tool for improving construction efficiency in rural housing programs.
